Fuel Scarcity

Nigerian Youth Congress for Peace and Development (NYCPD) in Plateau yesterday protested against the persistent fuel scarcity across the country, and the unbearable hike in price by the few independent marketers that have the product.

Addressing journalists in Jos, the Plateau State capital, the group, led by its President, Dennis Ebi, described the scarcity as artificial, and the hardship Nigerians are facing as unbearable, calling for the head of the Minister of State for Petroleum, Chief Timipre Sylva.

Ebi said: “The recent adjustment in the pump price was done without adequate consultation with relevant stakeholders in the oil and gas value chain.

“To our greatest surprise, Sylva, the minister of State for Petroleum Resources, like other Nigerians first got to know about the increment of the price from rumor mills. That triggered him to issue a statement through his Media Adviser, Mr. Horatius Egua, denying the obvious fact of the adjustment and also assured Nigerians that President Muhammadu Buhari hasn’t approved the upward review of petrol prices. He also assured Nigerians that the president has not seen any reason why the price of the product has to go up.”

He said the minister described what was happening as the handiwork of mischief makers and those planning to discredit the achievements of Buhari in the oil and gas sector of the economy.

Ebi said: “In response to this, our team delegated some of our members to visit NNPCL retail to ascertain the extant price of the product. To our greatest surprise, NNPCL has since adjusted its pump price. The same applies to all stations owned by major marketers. numerous independent marketers are now selling above N400 per liter, where it is available.

“Does NNPCL no longer report to the Minister of State for Petroleum and Resources, who is the middle man between it and the president, and who is the senior minister?

“Is NNPCL now in the hands of mischief makers and those planning to discredit President Buhari? It is our considered view that the lack of cohesion between the Petroleum Ministry and the NNPCL has thrown Nigerians into this untold but avoidable hardship.

“As we plan towards the 2023 elections amid gross hardship, our members can’t be disenfranchised and stopped from traveling to states where they registered to vote due to artificial fuel scarcity.

“Therefore, we want to call on President Buhari to “suspend all election processes and address the suffering of Nigerians, and set up the mechanism for the installation of an Interim National Government.

“We demand an immediate overhaul of the leadership of NNPCL and some of its subsidiaries over the role they played in increasing petrol pump prices without adequate consultation, thereby triggering inflation and throwing millions of Nigerians into poverty.

“The president should immediately order NNPCL and oil marketers to reverse the current price that was done without due consultation until necessary palliatives to cushion the impact of the adjustment are put in place.

“Where our demands above are not met in two weeks, we shall be forced to mobilize our people to the streets to ensure that our demands are met.

“By this notice, all our states and local government structures are hereby mandated to commence mobilization for the mother of all protests.”

Cornerstone Insurance Plc has reaffirmed its commitment to strengthening climate resilience and expanding financial protection for vulnerable communities through its participation in the Lagos Flood Risk Transfer Scheme, an innovative flood insurance initiative expected to benefit approximately four million residents across Lagos State.

Flooding remains one of the most significant environmental and economic challenges confronting Lagos State, with poor and vulnerable communities disproportionately affected by recurring incidents during the state’s annual rainy seasons. As a low-lying coastal city with an average elevation of approximately 1.5 metres above sea level, Lagos faces increasing flood risks driven by rising sea levels, land subsidence, rapid urbanisation, and drainage systems frequently obstructed by waste.

Over the years, the state has experienced increasingly severe flooding, particularly between April and July, resulting in widespread disruption to infrastructure, livelihoods, businesses, and economic productivity. Estimates place the annual economic impact of flooding in Lagos at nearly $4 billion.

To address these growing risks and strengthen the financial resilience of affected communities, the United Nations Development Programme (UNDP) and the Insurance Development Forum (IDF), with funding support from the German Federal Ministry for Economic Cooperation and Development (BMZ), developed the Lagos Flood Risk Transfer Scheme in collaboration with the Lagos State Government.

The initiative is designed to provide rapid financial support to vulnerable residents through an innovative parametric insurance solution that enables faster response and recovery following major flooding events.

Following extensive modelling and technical assessments, a flood footprint-based index was selected as the most suitable insurance model for Lagos State, taking into consideration the city’s exposure to pluvial, fluvial, and coastal flooding risks. Under the scheme, payouts are triggered when flood depths reach 50 centimetres.

After regulatory approval by the National Insurance Commission (NAICOM), the scheme is being underwritten by Cornerstone Insurance Plc alongside three other leading insurance companies, with Africa Re providing reinsurance support.

Speaking on the initiative, the Managing Director of Cornerstone Insurance Plc, Stephen Alangbo, said: “at Cornerstone Insurance, we understand that climate-related risks such as flooding continues to threaten livelihoods, businesses, and vulnerable communities across Lagos State. Our participation in the Lagos Flood Risk Transfer Scheme reflects our commitment to providing innovative insurance solutions that strengthen resilience, support rapid recovery, and deliver meaningful financial protection to those most affected by environmental challenges.”

The sustainability of the initiative is further strengthened by the Lagos State Government’s commitment to incremental premium payments over the next three years. The scheme has also been integrated into the state’s broader disaster management framework, reinforcing coordinated efforts to improve preparedness, response, and recovery for flood-prone communities across Lagos State.
