Plateau Strengthens Technical Education, Prepares NITT Centre for September Take-Off

The Plateau State Government has taken a major step towards expanding access to specialised transport education and practical technical training with the handover of facilities at the Government Science Technical College, Bukuru, to the Nigerian Institute of Transport Technology (NITT), Zaria.

The facilities, comprising part of the college’s Mechanical Workshop, five classrooms and a residential quarter, will serve as the NITT Learning Centre and Compressed Natural Gas (CNG) Conversion Centre, providing students, technicians and professionals with opportunities to acquire practical skills in modern transportation technology, CNG conversion and logistics.

The Plateau State Government was represented at the handover ceremony by the Commissioner for Transport, Hon. Davou Gyang Jatau, who said the initiative reflects the administration’s commitment to strengthening technical education, skills development and the adoption of modern transportation technologies.

Jatau said the Mechanical Workshop would provide a practical environment for CNG conversion training, while the classrooms would support theoretical instruction, professional development and capacity-building programmes.

He added that the residential accommodation would improve the welfare of personnel and learners who would be associated with the centre.

The commissioner expressed confidence that NITT would make effective and sustainable use of the facilities to expand educational and technical opportunities for people in Plateau State.

“We are confident that NITT Zaria will make effective and sustainable use of these facilities for the benefit of Plateau State and Nigeria at large.”

Also speaking, the Permanent Secretary, Ministry of Transport, Mrs Jummai Shekarau, described the handover as an investment in technical education, innovation and human capital development, rather than simply the provision of infrastructure.

She said the CNG Conversion Centre would provide young people with practical skills that could improve their employability and enable them to take advantage of opportunities emerging in the CNG value chain.

According to her, the centre would also encourage entrepreneurship and job creation while supporting the transition from petrol and diesel to cleaner and more affordable energy alternatives.

The Registrar of NITT, Zaria, Dr Maina Williams Tarfa, commended the Plateau State Government for providing facilities beyond what the institute had initially requested.

Tarfa said the intervention would enable NITT to establish a strong educational presence in Plateau State and bring specialised transport training closer to residents.

He expressed confidence that the centre would commence operations by September, providing training opportunities for local government technicians and other professionals across the state.

He explained that NITT would introduce programmes including Advanced Diploma, Graduate Diploma and Master’s programmes in Transport and Logistics, while deploying its technical experts to deliver quality training and practical services.

Tarfa said the centre would help bridge the gap between theoretical education and practical skills by giving learners direct exposure to modern transport technologies.

Dr Sani Barau, Special Adviser to the Director General/Chief Executive of NITT, said the handover marked the transition from planning to implementation after concerted efforts to secure and prepare the facilities.

Barau stressed the need for a clear and speedy activation plan to ensure that the centre becomes operational as soon as possible.

He said the initiative would involve local technical stakeholders, create investment opportunities and strengthen the skills base required for the development of Plateau State’s transport sector.

The officials subsequently toured the facilities to inspect the progress of rehabilitation works at the institution ahead of the planned commencement of operations in September.

The establishment of the NITT Learning Centre is expected to strengthen technical and vocational education in Plateau State, giving students, technicians and professionals access to practical training and advanced qualifications in transport, logistics and emerging vehicle technologies.

Farmers across the Niger Delta are set to gain greater access to certified seeds and quality planting materials following a two-year partnership between the National Agricultural Seed Council (NASC) and the Foundation for Partnership Initiatives in the Niger Delta (PIND).

The organisations signed a Memorandum of Understanding (MoU) at NASC’s corporate headquarters in Abuja to expand community-based seed production, strengthen certification and inspection, develop local seed enterprises and mobilise investment in Nigeria’s domestic seed industry.

The partnership combines NASC’s regulatory and quality-assurance mandate with PIND’s market systems expertise and networks of Community Seed Entrepreneurs, Farm Service Providers, Business Service Providers, research institutions and private-sector partners.

Speaking at the signing ceremony, NASC Director-General, Fatuhu Muhammed, said the agreement would help bring quality-assurance services closer to farmers and seed producers.

“A productive agricultural sector begins with quality seeds. By working with PIND and its networks across the Niger Delta, NASC can extend certification and inspection services to more communities, protect farmers from poor-quality planting materials and create stronger pathways for investment in Nigeria’s seed industry,” Mr Muhammed said.

PIND’s Executive Director, Sam Daibo, said the partnership would help move proven community-level interventions to institutional adoption and scale.

“Many farmers understand the value of quality seeds but cannot access certified planting materials when and where they need them. By combining NASC’s regulatory leadership with PIND’s market systems experience, we can close that gap, strengthen local seed enterprises and help farmers build more productive and commercially viable livelihoods,” Mr Daibo said.

From cassava to other crops

The MoU formalises a collaboration dating back to 2016 through the Building an Economically Sustainable Seed System for Cassava programme, implemented in partnership with the International Institute of Tropical Agriculture (IITA) and the National Root Crops Research Institute (NRCRI).

The collaboration later expanded into community-based cassava seed multiplication, with NASC certifying seed plots across the Niger Delta.

Under the new framework, NASC and PIND will expand NASC-certified community seed multiplication across the region.

NASC will lead certification and quality assurance, while PIND will support enterprise development, technical assistance and market linkages.

According to the statement, the partners will also extend NASC’s Licensed Seed Inspectors Scheme into the Niger Delta, drawing potential candidates from PIND’s Farm Service Provider and Business Service Provider networks.

The partnership will further promote domestic seed production for high-demand vegetables, including tomato, pepper and cucumber, while expanding access to cassava, banana and yam planting materials produced through NASC’s PROSSIVA programme, the statement said.

It said the agreement will also support the Mastercard Foundation-funded WISE programme by enabling NASC to certify Community Seed Entrepreneurs trained to supply quality cassava planting materials to women producers across the Niger Delta.

The partnership’s first major joint deliverable will be the Nigeria Seed Systems Forum 2026 in Abuja.

The forum is expected to bring together policymakers, regulators, researchers, investors, seed companies, development partners and farmers to advance policy, investment and market action in Nigeria’s seed sector.

A Joint Technical Working Group comprising representatives of NASC and PIND will coordinate implementation and track progress under the agreement.

Through the partnership, the organisations aim to strengthen the connection between regulation, research, enterprise development and markets, bringing certified seeds closer to farmers while supporting a stronger and more commercially sustainable seed industry in Nigeria.

Leadway Assurance Limited has launch Insurance Sector Strengthening Programme (ISSP), a five-year initiative.

The programme, held in Abuja, was designed to address key challenges limiting insurance growth in Nigeria, including low public awareness, weak consumer confidence, inadequate distribution, capacity constraints, and limited insurance adoption among women, young people, and Micro, Small and Medium Enterprises (MSMEs).

Speaking at the launch in Abuja, the Commissioner for Insurance and Chief Executive of NAICOM, Mr Olusegun Ayo Omosehin, said the programme would provide a coordinated framework to translate industry reforms into measurable improvements in insurance coverage and consumer confidence.

“The ISSP initiative will focus on six key areas: advocacy and policy, awareness and education, capacity building, gender inclusion, youth engagement, and MSME and value-chain development. Efforts to expand insurance coverage must be supported by strong underwriting standards, good corporate governance, effective claims administration, transparency and adequate policyholder protection. Regulation must serve as both a shield for policyholders and a compass for responsible market development.”

Also, the Head, Commercial Division, Leadway Assurance, Mr. Olawale Alao, described the ISSP as a timely intervention capable of tackling both the structural and perception-related challenges confronting the industry.
Alao said the programme offered stakeholders a structured platform to identify market gaps and develop practical solutions to improve public understanding and participation.

He said its success would largely depend on changing the perception of insurance from an optional financial product to an essential part of everyday life and financial planning.’

“Over the next five years, we believe this initiative can deepen awareness, particularly among young Nigerians, build stronger trust in the sector and encourage more people to see insurance as an essential tool for protection and financial resilience,” he said.

”Increasing the number of policyholders alone would not be sufficient, stressing that Nigerians must also understand the value of insurance and be able to incorporate it into their everyday financial decisions. He added that stronger awareness and confidence in insurance would be particularly important among younger Nigerians, who represent a major part of the country’s future consumer and investment base.Also speaking on this initiative, Team Lead of the ISSP Design Team and Managing Director of EMDI Capacity Development Ltd., Bukola Ifemade, called for urgent and coordinated action to unlock the trillion-naira potential of Nigeria’s insurance sector.

“This flag-off marks the beginning of this mobilisation. Success will require strong partnerships and a sustained commitment to innovation and inclusion,” he said.

The ISSP executive summary estimates that only about five per cent of Nigeria’s population currently has insurance coverage, while 78 per cent lack basic insurance knowledge. Women account for 32 per cent of policyholders, people aged 18 to 35 make up less than 20 per cent of the industry’s customer base, and insurance penetration among MSMEs is estimated at eight per cent. To address these gaps, the programme will target five million members of the general population, two million women entrepreneurs and decision-makers, 1.5 million young Nigerians and 250,000 MSMEs across Nigeria.
