PEPSA Begins Development of SBCC Guidelines, SOPs to Strengthen Environmental Governance

The Plateau State Environmental Protection and Sanitation Agency, PEPSA, has commenced the development of Social and Behaviour Change Communication, SBCC, Guidelines and Standard Operating Procedures, SOPs, aimed at strengthening environmental governance and improving sanitation service delivery across the state.

The initiative was officially launched during an inception meeting at the agency’s headquarters in Jos.

Speaking at the meeting, the Director General of PEPSA, Mr. Samuel Nathaniel Dapiya, described the exercise as a major institutional reform designed to reposition the agency for greater efficiency and improved service delivery.

He said the SBCC Guidelines would provide a practical framework for promoting positive sanitation behaviour among households, schools, businesses, markets, transport operators, institutions and communities across Plateau State.

According to him, “Sustainable environmental sanitation cannot be achieved through infrastructure and law enforcement alone. It also requires continuous public engagement and behaviour change.”

Dapiya explained that the guidelines would standardise sanitation messaging, strengthen collaboration among stakeholders, encourage community participation and ensure that communication strategies are culturally appropriate and inclusive.

On the Standard Operating Procedures, the PEPSA boss said the document would establish clear operational processes, define staff responsibilities, improve accountability and strengthen coordination across departments.

He added: “Our goal is to build an institution driven by effective systems rather than individuals. The SOPs will preserve institutional knowledge and ensure consistency in service delivery.”

Lead Technical Consultant for the project, Mr. Herbert Gomagallah Daniel, said the assignment would adopt a participatory and evidence-based approach involving consultations with management, technical staff, field officers, local government representatives, development partners and other critical stakeholders.

According to Daniel, “The project will include staff capacity development, implementation tools, monitoring and evaluation frameworks, as well as validation processes to ensure ownership and sustainability.”

He noted that while the SBCC Guidelines would serve as a unified framework for driving sanitation as a shared social responsibility, the SOPs would simplify workflows, improve coordination, strengthen accountability and provide practical standards for operational efficiency.

Daniel expressed confidence that the two frameworks would position PEPSA as a model institution for environmental sanitation management and behaviour change communication.

When completed, the SBCC Guidelines and SOPs are expected to strengthen the agency’s institutional capacity, deepen collaboration with stakeholders, improve public confidence and support the Plateau State Government’s drive to promote environmental sustainability, public health and the attainment of Sustainable Development Goal 6 on Clean Water and Sanitation.

Osun PDP senatorial ticket dispute deepens over factional candidacy

A fresh dispute has emerged within the Peoples Democratic Party, PDP, in Osun State after a party chieftain, Ibraheem Adekunle, insisted that he remains the party’s validly nominated candidate for the Osun Central Senatorial District ahead of the 2027 general election.

The development followed the announcement by the senator representing Osun Central, Olubiyi Fadeyi, that he had returned to the PDP and had emerged as the party’s candidate for the senatorial district in the forthcoming general election.

Addressing journalists in Osogbo on Friday, Adekunle dismissed the claim and warned against any attempt to substitute his name as the party’s candidate, maintaining that he secured the ticket through a duly conducted PDP primary election.

He stated that he would seek judicial redress if any individual or group attempted to alter his nomination, insisting that the party’s nomination process had already been concluded in accordance with the law.

Adekunle questioned the circumstances surrounding Fadeyi’s alleged return to the PDP, referring to reports that the senator obtained a waiver from the party on May 8 2026 before allegedly participating in the All Progressives Congress, APC, senatorial primary on May 18, 2026.

According to him, “It has been claimed that Senator Olubiyi Fadeyi obtained a waiver from the Peoples Democratic Party on 8 May 2026. However, available records indicate that he subsequently participated in the APC senatorial primary election held on 18 May 2026 for the same office.

“This raises a fundamental question: if he had already become a PDP member through the alleged waiver on 8 May, under what legal or constitutional basis did he purchase APC nomination forms, submit APC nomination documents, undergo APC screening, campaign as an APC aspirant, and eventually participate in the APC primary election ten days later? Political party membership cannot exist in two parties at the same time.”

Adekunle maintained that by the time Fadeyi contested the APC primary election, the PDP had completed its nomination process for the Osun Central Senatorial District and had forwarded his name to the Independent National Electoral Commission, INEC.

He declared, “My name was duly submitted by the PDP to the Independent National Electoral Commission after the primary election and was subsequently uploaded on the Commission’s nomination portal in accordance with the law. I therefore remain the authentic and validly nominated PDP candidate for Osun Central Senatorial District.”

Expressing confidence in the PDP leadership, Adekunle said he trusted the National Working Committee to uphold due process and protect the outcome of the party’s primary election.

“I have absolute confidence in the National Working Committee of our great party and in the leadership of Chief Nyesom Wike. I believe they will uphold the rule of law, respect due process and protect the sanctity of the party’s primary election,” he said.

He warned that he would challenge through lawful means any effort to replace his name as the PDP’s candidate, stating, “I will vigorously defend my mandate and challenge, through every lawful means available, any attempt to unlawfully replace my name with that of any person who did not emerge from the PDP primary election.”

England’s Nigerian-born rugby national team star, Immanuel Feyi-Waboso has opened up with a down-to-earth declaration that the country of his birth always finds it hard to win key games in the sport because ‘they play with too much discipline’ and lack of flexibility in their tactical approach.

Sports247 reports that Feyi-Waboso made the declaration against the backdrop of a recent slump by The Lions, which led to calls for a change in their head coach, but the squad, whose Nigerian-born captain, Maro Itoje, has not fully recovered from a ngging injury, is yet to stabilise.

However, he was delighted that they got a 31-24 win away to Argentina, with a very late dramatic overtime surge, which saw the 13-man England squad emerge victiorious in their Nations Championship fixture.

With Feyi-Waboso in full swing, England’s rugby players avenged defeat for their football team by Argentina at the FIFA World Cup with a chaotic, ill-tempered victory in Santiago del Estero, as Steve Borthwick’s side got a sixth straight win on Argentine soil.

While many analysts reckoned that England won the game in controversial style, with the match referee, Angus Gardner, also fingered as a culprit, the TMO by Brett Cronan appeared to be quite insistent, and Feyi-Waboso admitted it was a tough call before his side could eke out the victory.

Feyi-Waboso, who was voted man of the match, declared, “A very dramatic finish! Our discipline makes it hard to win. A tough fought match, right until the end. For it to finish like that, was very dramatic.

“Argentina, their passion, the fans, the atmosphere was amazing. Obviously, discipline wasn’t great from us, but we managed to see out the victory in the end. Our discipline makes it very hard to win.”
