The Inspector-General of Police, IGP Olatunji Rilwan Disu, psc(+), NPM, today, Monday, 12th October 2026, declared open the Small Arms and Light Weapons Identification and Tracing (SALW-IT) Simulation Programme in Abuja. The five-day programme, running from 12th to 16th October 2026, is designed to strengthen participants’ capacity to identify, mark, register and trace small arms, light weapons and ammunition.

Participants are drawn from Nigeria, Chad, the Central African Republic, Mali, Algeria, Côte d’Ivoire, Burkina Faso, Cameroon, Niger, Libya, Benin and the Republic of the Congo. The training combines technical instruction with practical exercises, including simulations at the Nigeria Police Simulation Centre.

In his remarks, the IGP described illicit arms proliferation as a major threat to peace and security across Africa, fuelling terrorism, banditry, kidnapping and organised crime. He noted that effective weapons tracing helps investigators uncover trafficking networks, financiers and supply routes, enabling targeted action against illicit arms trafficking.

The IGP highlighted the programme’s relevance to preparations for Nigeria’s upcoming elections. He noted that disrupting illicit arms supply would help prevent electoral violence and intimidation, protect voters and electoral personnel, and support the security conditions necessary for peaceful, free and fair elections.

To extend these benefits to frontline policing, the knowledge and skills acquired will be cascaded through structured training and knowledge-sharing across Police commands and formations. This will strengthen officers’ ability to identify, trace and recover weapons, develop actionable intelligence and support routine policing and election-security operations.

The IGP called for closer sub-regional and continental cooperation through timely intelligence sharing, coordinated investigations and mutual assistance in locating and lawfully apprehending suspects involved in transborder crimes. He stressed that cooperation through established legal and institutional channels is essential to preventing offenders from exploiting national borders to evade justice.

He further stated that all Inspectors-General of Police from West and East African countries would come together to deliberate on crime-related issues and develop modalities for addressing transborder crime. These deliberations would support the broader drive for coordinated responses to shared security threats.

The IGP commended the African Union Mechanism for Police Cooperation (AFRIPOL), the Bonn International Centre for Conflict Studies (BICC), INTERPOL, relevant African Union entities and experts from the German Armed Forces Verification Centre for their support. He urged participants to share operational experiences, build lasting professional relationships and apply the knowledge gained in their respective countries.

The Inspector-General of Police, IGP Olatunji Rilwan Disu psc(+), NPM, reaffirmed the Force’s commitment to regional and continental arms-control efforts and pledged sustained institutional support and operational cooperation to translate the training into improved public safety and election security.

AI, energy supply shock, mounting debts headline IMF/World Bank meetings in Bangkok

Financial experts, government officials, central bank chiefs, heads of multilateral organisations and other participants are gathered this week in Bangkok, Thailand, for the annual meetings of the International Monetary Fund (IMF) and World Bank scheduled to be held between October 12 and 18.

Participants are expected to deliberate on the disruptive potential of Artificial Intelligence (AI) in the global economy, the widening war in the Middle East and its impact on the global economy, the global energy supply shock, mounting debts, and rising interest rates that pose daunting risks to global economic growth.

IMF Managing Director Kristalina Georgieva says the Queen Sirikit National Convention Centre will host 18,000 people who were registered to attend the meetings, 4,000 more than the last off-site meetings held in Morocco in October 2023.

The IMF has made no significant change to its forecast of 3% global growth in 2026, and the body says some countries are expected to be downgraded because of war and reduced energy exports.

The meetings are also expected to address the growing public debt burden that has slowed growth and worsened inflation, as public debt remains at its highest level since World War Two and will exceed 100% of GDP before 2030, according to the IMF.

Emerging markets and low-income countries are particularly vulnerable, given high public debt levels that will have to be renegotiated at higher interest rates.

Equally important on the agenda is the precarity of platform-driven labour, amid AI-enabled automation and the changing future of work.

On Monday, Ms Georgieva said Artificial Intelligence (AI) could affect about 40 per cent of jobs globally, urging governments to prepare workers for the changing labour market. She described AI as a “slow-moving tsunami” for the labour market, saying it could augment, downgrade or eliminate jobs.

IMF estimates show that AI could affect about 60 per cent of jobs in advanced economies and 23 per cent in low-income countries, reflecting the slower spread of AI rather than greater protection from its effects.

Bangkok

The Bangkok meetings are taking place amid disruptions and a war that has negatively affected energy supplies, especially via the Middle East.

Flights to Bangkok, the host city of this year’s off-site meetings, often route through the Middle East, creating immediate challenges for global travellers heading to Thailand’s capital.

On Sunday, there were attacks on Saudi airports, prompting disruptions to international travel.

The IMF and World Bank’s last off-site annual meetings took place in Morocco in 2023.

Nigeria’s participation

Already, Nigeria’s Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, has arrived in Bangkok, Thailand, to lead the nation’s delegation to the meetings

A statement from the Federal Ministry of Finance said the annual gathering provides Nigeria with an opportunity to engage with international financial institutions and development partners on economic issues affecting the country and its development priorities.

Mr Oyedele’s presence at the meetings is equally expected to allow the Federal Government to present its economic priorities to development organisations and international partners. He is also expected to discuss how external cooperation can support domestic reform efforts.

The finance ministry website also says that, on the sidelines of the meetings, Nigeria will convene investors, project sponsors and public institutions around a curated pipeline of bankable opportunities across strategic sectors. The programme is focused on private-capital mobilisation, food security and infrastructure development. Another event focuses on investor and project-owner conversations at Fairmont Bangkok Sukhumvit.

SEC Deepens Investor Education in Nasarawa, Seeks Stronger Partnership

The Securities and Exchange Commission (SEC), Nigeria, has stepped up its drive to boost financial literacy, safeguard investors and widen participation in the Nigerian capital market through its Capital Market Awareness, Unclaimed Funds and Investor Education Outreach Programme, held in Lafia, Nasarawa State.

The programme brought together representatives of relevant institutions, academia and other stakeholders to promote awareness of investment opportunities, facilitate access to unclaimed dividends and other investment assets, and educate the public on measures to guard against fraudulent investment schemes.

Among those present were representatives of the ICMR, the Probate Registry, key departments of the Securities and Exchange Commission, academia and the National Population Commission. Their participation underscored the importance of institutional collaboration in addressing the challenges associated with unclaimed investments and improving public understanding of the capital market.

Members of the SEC Board who attended the programme also delivered goodwill messages, reaffirming the importance of investor education, public enlightenment and sustained efforts to protect investors while broadening access to the capital market.

A major highlight of the engagement was a courtesy visit by the SEC Chairman, Alhaji Mairiga Aliyu Katuka, to the Executive Governor of Nasarawa State, His Excellency, Engr. Abdullahi A. Sule, to appreciate the state government’s support and seek stronger collaboration in advancing investor education and financial inclusion.

During the courtesy visit, Katuka expressed appreciation to the Governor for providing strategically located office space in Lafia for the Commission’s liaison office.

The facility, situated within the complex previously occupied by the State Ministry of Education, is expected to become operational soon, bringing the Commission’s services closer to investors and residents of Nasarawa State.

The SEC Chairman described the gesture as a significant contribution to strengthening the Commission’s presence in the state and improving access to its services.

In his response, Governor Sule commended the SEC for its work in the Nigerian capital market, acknowledging the importance of the Commission’s regulatory role and its efforts to promote investor protection and strengthen confidence in the market. He also recognised the significance of initiatives aimed at improving public awareness of investment opportunities and encouraging informed participation in the capital market.

The Governor’s commendation highlighted the value of the Commission’s work in promoting a transparent and orderly market, while underscoring the importance of collaboration between the SEC and the Nasarawa State Government in advancing financial inclusion and economic development.

Katuka also commended the state government’s efforts to promote investment, enterprise, industrialisation and sustainable economic development, noting that Nasarawa’s growing economic potential makes it an important partner in expanding participation in the Nigerian capital market.

He explained that the Commission’s outreach initiative forms part of its nationwide efforts to improve financial literacy, promote legitimate investment opportunities, protect investors and assist Nigerians in recovering unclaimed dividends and other investment assets.

He solicited the state government’s support in mobilising business owners, cooperative societies, youth groups, market associations and other stakeholders to participate actively in the programme.

According to him, an informed population is better equipped to make sound financial decisions, protect its savings and contribute meaningfully to economic growth.

At the outreach programme, the Commission highlighted the challenge of unclaimed dividends and other investment assets, emphasising the need to ensure that investors can access funds rightfully belonging to them.

Unclaimed investments may arise from incomplete investor records, outdated shareholder information, changes in bank account details and difficulties associated with transferring investments following the death of an investor.

The Commission stressed that such funds represent the savings and investments of individuals and families and should be accessible to their rightful owners through established procedures.

To address the challenge, the SEC highlighted the enhanced e-Dividend Mandate Management System, which facilitates the direct payment of dividends into shareholders’ bank accounts and enables investors to update their records more conveniently.

Investors were encouraged to regularise their investment information and take advantage of the available facilities to facilitate the recovery of outstanding dividends.

The Commission also emphasised the importance of cooperation among registrars and other market stakeholders in improving record management, enhancing service delivery and resolving outstanding claims.

The programme further reinforced the SEC’s commitment to protecting investors, promoting financial literacy and expanding access to reliable information about the capital market. Through continued engagement with government institutions, academia, market stakeholders and the public, the Commission aims to strengthen investor confidence and encourage responsible participation in Nigeria’s financial markets.
